Dropping the /s, this is a form of double punishment which is or at least should be illegal (not from the US, so I don’t know local laws). If someone without a university degree commits a crime, they should get the same punishment.
This is exactly how I think it should be, unless they have substantial evidence to show they were violently protesting, there should be no repercussions for doing so.

Innocent until proven guilty. No one should be expelled from ANY school for protesting.
Only until they have been found guilty of the crimes you mentioned.
