These targets can’t be justified, neither can the frequent buildings and schools hit in Russia or Donetsk and Luhansk in purely residential areas.
And I suspect the next one is the nazi town of Konotop, not Konop.

Last winter was especially horrible. Russia bombed electricity infrastructure and some people simply froze because of the lack of heating.

And the ukrainian civilians indeed suffered the most.
