      GPS belongs to the US government but covers the whole globe

      GPS covers the whole globe and besides jamming (wich is sending false data) there is no legitimate way to turn it of, as these satellites just send their own coordinates and times, they can be received by everyone. The actual triangulation happens on ground, the satellites are basically light houses in the sky.
