It increasingly makes sense to think of the US police not as a public service (with any caveats about who counts as the public) but as an estate that wields political power, or even a service aristocracy sort of like samurai or boyars.

Super citizen makes them seem overly helpful and going beyond the call. Would be more honest to call them the Exempt class.
