We did it back in 1969.
That being said, the USN was a galloping charlie-foxtrot back then, so the PLAN is definitely following in our footsteps.
Expect a moderately combat capable PLAN by 2070 or so, which is actually pretty impressive, navies are hard.
Whatever happens though, this is a good path to take, the alternative is following the Soviet/Russian Navy, which is just a string of horrors too tragic for us to even laugh at, it’s just sad.

This was before a country with no navy managed to sink their Black Sea Fleet, Russians have no business in the water, Poseidon clearly does not like them.
