    I was about to say - won’t the American private prison industry object to being deprived of this business? Then I came to my senses and realized that it costs less to operate prisons in El Salvador. Capitalism would drive for-profit prisons out of the country, towards lower cost locations, if allowed by the government just like it drives manufacturing out. So American Prison is probably silently rubbing hands waiting for the path to clear to build their own offshore prisons.
