    His plan is to establish enough shelter beds for every homeless person in the city, then crack down on illegal camps, zombie RVs, junked out cars, etc.

    Camping won’t be tolerated as long as shelter space is available.

    "Wilson’s basic idea is that the city will set up two dozen temporary overnight shelters in existing buildings, like churches and community centers. He imagines those shelters will reach peak capacity in late 2025 and then be able to scale back down as people who formerly lived outdoors leave Portland or find housing.
