You’re right, there are other groups and other factors and it’s not just those people targeted by military service. And I’ll even add that the military has begun trying to recruit less of those people. My point comes from what I saw in the late 00s and early 10s as a teenager. And I know in less well off areas the recruitment strategy was far more “we’ll get you out and give you an education when you’re done”.
