Strong agree. I think Loki is one of the best MCU characters because of his frequent appearances as a reoccurring villain or general annoyance. I would love for The Leader to have gotten away in this film, secretly working on something.
Look at Thanos, his first major appearance is in Guardians of the Galaxy where he’s working with Ronan. From that point on we don’t know what he’s up to, but he’s out there.
Ultron is another great example. Ultron, like Arnim Zola, should be squirreled away somewhere.
