Two of my favorite subreddits were Nuzlocke and pokemonribbons. Should we keep those as part of the general discussion for now or split them into separate communities?

I agree. Also, there wouldn’t be a need for any rules changes to this subreddit for that to happen; I imagine eventually a dedicated Nuzlocke community would pop up out of desire to be in community with people with that expertise, not out of a desire to keep that content out of this community.
