No, they aren’t. It’s basic math if you count how many House reps each state has by their population, it’s not equal. https://en.wikipedia.org/wiki/United_States_congressional_apportionment

By the 2020 census:

Delaware has 1 House rep and a population of 989,946.

Alaska has 1 House rep and a population of 733,391.
