Guessing throttle was on the left?
Could also have some sort of throttle-lock type of situation on the right. I’m not sure, though.
If that was a BSA M20 I think the throttle would be on the right. Maybe It was relocated for this application?
I’ve seen cop bikes from this era with a left throttle, also for shootin’
Looks like a Model 1928 Thompson, a pre-simplification model.
