I get where the theming is coming from, but from the outside (I haven’t played Magic in years, I like reading your design insights though) the “Commit a Crime” stuff looks like it is going to be treated like Gotcha by the players. Certainly “we’ll see”, but it looks/smells very similar from where I’m sitting.

It will cause inaction? You are encouraged to commit crimes, so it incentivizes interaction, not deter it.
