According to the Associated Press, speculation arose about the potential deployment of these weapons by Ukraine in its conflict with Russia following this announcement.

The only reason Japan cares about Russia is continued access to disputed islands that contain family members and graves of Japanese Nationals. An agreement that Russia has already partially reneged on.
If Japan feels like losing the islands again is a foregone conclusion, they will give no fucks at all about Putin.
