Users report being pointed to other EU regions if they need more grunt, plus Azure DC customers getting 'quotas'

As an Azure CSP we have had to stop deploying customers to west-europe and move them to Scandinavian countries.
I wonder how long it will be before the big cloud providers start building their own power plants by data centres.
