Contentious? The vote wasn’t even close, it passed very easily.
I believe contentious in the sense there was a lot of pre-vote wrangling in order to get it to pass.
It was only contentious because the GOP are traitors and Russian shills.

That’s how you pass legislation in broken system. Tie things together and hope the good outweighs the bad. It’s not a good system, but it’s what we currently have to work with.
