Where a ruler finds himself in conflict with the law, the law must be equipped to handle the possibility of the ruler not backing down from opposing the law.

My city council declares an emergency with just about every agenda item, presumably due to some fine print in the city charter that lets them take shortcuts of some kind.

So much of this happened during covid to thunderous applause.
