I have had at least two teachers who were drunk most of the time when teaching. Once in high school, once in college. I’m not impressed by a drunk 2nd grade teacher and I think they should probably be fired, but not criminally charged.
I did too in high school, our geology teacher was always drunk, he only spent half the time in the classroom.

Well, its immoral but there is no law saying its not allowed, and a basis of democracy is that everything that isn’t forbidden explicitly is allowed.
Consuming alcohol in undesignated public places is illegal.
Public intoxication is illegal.
Its not in public, its in a building.

A building that belongs to the government is by definition still not the public, as the public is defined differently, otherwise people could drink outside in a visible garden/private road/sidewalk wich is not government property.
They either drove drunk, or consumed alcohol on school property; both are illegal. This is just California refusing to prosecute, yet again.
Most likely. But in a rare case of them living nearby they could have had alcohol at home and just walked to school.
