    And Putin is paying (or at least claiming he will) all the locals to leave so that they don’t find out what a real military looks like or risk them seeing something different from the propaganda.

      I think they’re leaving regardless. I think giving them $115 is only to provide fuel for loyal apparatchiks to argue that he cares on any level what happens to them.
