Red Bull advisor Helmut Marko has revealed the team expects to return to a “more competitive” position at the United States Grand Prix.

RBR has always performed super well at COTA; if that doesn’t go well for them I doubt they’ll come back from the constructors championship
I think this statement had more to do with when the next upgrade package for RBR is slated to arrive.
