I think they’re talking about the Federal Reserve Act that was passed into US law later that year. But I don’t know much about it.
It’s always wealthy libertarian and private money types complaining that any types of reforms or aid for the poor would limit their business models, never worrying that their complaints strongly suggest that their business modes must be based on exploiting the poor and working classes (their customers, suppliers, and employees).
