What percentage of the banned protests were expected to be peaceful?

I think the news story where the reality tv drug smuggler avoided a prison sentence at least shows our justice system is not calibrated properly. That doesn’t necessarily mean it’s two tier, could easily be many strata of ‘tiers’.
