Additionally, I’ve found that Lawful Security forces (like Crusader Security) will also happen to have these attachments in their chest/leg armor storage.

Just be careful about gaining crimestat right now because of the bug making it very difficult to get out of prison. Take down comm arrays first and check often that it’s still down.

Edit: Sounds like it’s only Crusader Security forces that carry scorched attachments.
