I don’t know how unexpected or quiet that is, the gulf coast area all around there is already littered with plants of all types, a lot of which are making things more toxic than plastics manufacturing. Texas’ version of the EPA has been a farce for a long time so the only thing keeping them at bay was the Federal EPA, which we know how that’s going.
