From what I hear from the government employees I know, if they had bothered to clear the legal hurdles before sending out the offer, a lot more people would be taking them up on it. But they’d only do that if they were competent, and at that point we’re diverging so far from reality it seems pointless to speculate.
Plus we’re less than 30 days from another potential government shutdown, nobody wants to shoot themselves in the dick for money they may never see.
