You can be high as a kite and happy about that, with your actual wellbeing going down the drain at the same time.
There is also a big distinction in neurobiology between pleasure and happiness. Happiness includes fulfillment, enjoyment and meaningfulness. Pleasure, such as that of being high, is often temporary and not an indication of happiness, people with depression might self medicate for pleasure, but they are more often than not, unhappy.
