Have you ever been able to boot into recovery before?
If this is the first time you’re booting in, how long are you waiting? First-boots for any of this can take an inordinate amount of time.
As a note: that does not look like TWRP, which recovery did you install?
I fixed it by re-formatting my SD as fat32. It was exFat before.
