It’s entirely internal stuff from an obviously shit-managed police department. One wonders, though, how well these shit-managed cops patrol the schools, and the article offers no observations from any students, teachers, or non-cop staff.

Jeez, imagine an entire police department made up only of ‘school resource officers’. Basically, mall security with guns, policing children. What could possibly go right?
