Well, reading the article I think that the idea is any Nazi who goes on a pilgrimage to see it, is now turning themselves in to the police.
What they should do is raze it to the ground and pave the whole thing over.
Make it a synagogue.

You can go to a parking lot. Harder to go to a police station.
