Honestly, probably a good thing. English courses cater to foreign students and unis love foreign students because they charge them more for tuition, which makes the unis focus more on foreign students than the local ones, who, you know, paid the actual taxes that built the place to begin with.
If you want to see how bad this problem can get, just look at the us or canada.
If done correctly this safeguards the local citizens to an affordable and quality education.
English is a silly language anyway, introduce Esperanto
