It’s about how fighting off the barbarians is the reason for all the other concepts to exist, and the poem questions their validity for that reason. It’s a comment about how the fear mongering of politics work. A less poetic and perhaps more relatable rhetoric would be “the immigrants are taking your jobs”, and the sort.
