New York police apprehended Kashaan Parks, 39, as a "person of interest" wanted for the horrific rape of a 45-year-old victim in The Bronx that was filmed on surveillance video.

The video, which circulated widely online Thursday, shows the masked man sneak up behind his victim, snag her around the throat with a looped belt and drag her to the ground.

The camera guy was using a cell phone to record security camera footage. He wasn’t sitting there watching it happen.
