They could have built on the amazing sandbox they created for the next decade or more. There’s no reason it needed to be “finished” – it’s an open world game set in an amazing universe that has tons of room to expand and deepen.

It’s great well worth the full price now. Even better if you get it on sale.
I waited a few years before playing, because it’s expensive and I wanted my husband to buy it for Christmas for me.
Glad I did. Really enjoyed it. Played it through twice and had an absolute blast. Loved it.
Only met one bug on one play through, and they patched that one already.
It was finally a fun foundation for them to build on. The expansion was well received, and beat their sales targets.
