He’s also really stupid but gets away with it because he kind of sounds intelligent.
At one point he was going around putting little notes on people’s desks telling them to get back to work and stop working from home. How are they going to read that Mogg, telepathy?
I’m sure some of it he plays up, but he really does live in his own little bubble without much exposure to the real world.

And, because he is rich, he is seen as “excentric”, not “crazy”.
And in a way I think he is. The guy probably spent way too much time alone as a child reading Victorian novels.
