I have family in the CHP who have confirmed that dickheaded officers absolutely can and will do that as you are an obstruction to traffic if going too much slower than surrounding traffic.

There’s a difference between going too slow and going the speed limit. Show me one where they were going the speed limit. You’re not going to get a ticket for going the speed limit.

If the rest of traffic is going over the speed limit then you are going slow and can be ticketed.

As long as you keep to the right and use pull offs on roads that have them, then you’re not going to get a ticket for going the speed limit.
