The context was that he is going to do such an amazing job that voting wont be important because things are so good. I get its silly, which it was probably meant to be, but obviously he was not claiming he was going to be dictator. Why would you believe he would claim that?

So yes, trump said he was going to be dictator for just a day, but it was a joke, and the list of two things he said he was going to do were both things within his power.
