    But the infrastructure not only never got the green light, it was also subsequently neglected.

    How can planned infrastructure that never got to exist, be neglected?

      It does exist, it never got used

      As stated in the article, the dam they’re referring to was built in 1959, but the infrastructure to supply farmers with irrigation was never tested or approved for use, despite being installed. So the unused infrastructure is deteriorating.
