… so? We have strategic plans for everything. Some filing cabinet somewhere probably has a detailed plan for how to invade Canada. Another probably has a plan for invading Australia and finally defeating the emus.
If you have war planners on your payroll, you need to give them work to do to keep their skills practiced. Having the plan filed away somewhere does not make the war more likely or something.
Especially in the case of Russia, China, and North Korea, it’s safe to assume the US has been continuously wargaming scenarios since the 1950s.
And if we actually go to war with one or more of them, the plan will be revisited and probably revised.
