Any Starlink offices in the country would be closed and any Starlink assets held in Brazilian borders would be seized. Brazil and the US have an extradition treaty; they might be able to compel the US to send him to Brazil to stand trial. I don’t think the US would comply with that - extradition cases are overseen by the Supreme Court and we can all guess how the majority would rule in a case like that - but it would be a risk to international relations not to honour such an agreement, so we can dream.

Right. I think I meant more along the lines of are there any top-down approaches rather than bottom up. What you suggested makes sense.
