Control Panel started to become confusing and intuitive with Windows 7. The original concept with the categories showing as icons was simple, fairly easy to navigate and consistent with the rest of the UX.
The only proper way to do in modern time is categories on a side panel and a search-bar on top to help you find very specific settings in a flash.
Windows 10 and 11 are a mess, very fragmented experience with duplicate ways to access the same settings and some missing entirely!
