That can happen but in my experience it’s not common. The wiki says it’s 30% chance but i don’t think that’s right, I think that’s just the chance they are set on fire
I’ve equipped my melee pawns with them, but the only raid so far has had so many people it didn’t seem safe to poke them outside to zap someone. I’ll keep trying!
Update: I got one! The enemy broke and ran, but I had staged a physic lance dude at a convenient exit, and he zapped a good one. Easy! Thanks for the tip.
Psychic shock lances are OP when it comes to getting more colonists
