I think a less extreme version of banning cars is just making driving/parking in the city a big enough pain in the ass to make people have a damn good reason to do so
It for sure is less extreme. Im the case of my city they raised the parking fee for inhabitants (once per year) from 30 to 360€. Didn’t change anything.
Streets became one way to divert traffic, people go out of their way to still drive there.
There are big parking structures outside of the city center. You can easily catch public transport from there.

One exception is the soccer games, almost no cars, all trains. That’s nice at least.
