If they’re worried about them threatening to leave the country, just have heavy restrictions on assets that can be held by non-doms, e.g. football teams, real estate. That way, UK can get assets back from people that saw them as cash cows, reorganise sale prices at reasonable rates relative to salaries and we can start to mitigate the spiralling cost of living.
