Banning all self promotion is usually done not to play favourites. It gets tiring being a gatekeeper so you just remove that variable. Mods should have been shepherding communities to alternative and open platforms themselves though.

Indeed. I’m still regularly fighting with a country mod team because even though we offered them to because admins on our Lemmy communities, they still didn’t want to allow a single post about it. Ironically enough, they did the API 2023 strike, but it seems like they were never really interested in an actual alternative.
