The issue started when Russia invaded, after the last time they invaded, after the time before that they invaded. Russia gave a peace treaty, broke it themselves, and is now having a 3 day military operation show that the country is not particularly powerful in a military fashion.
They did not join Nato, got invaded twice ANYWAY… Almost like it was never about NATO, huh, go figure.
