It is very similar, but there are some differences. Such as the uprights being crossed on the right. If you look up HTS flags you can see they have some that are extremely similar but are rendered differently. They likely say the same thing, (the Islamic declaration of faith).

I am not an expert, but the Syrian transitional government look like Jihadist flag (color inverted, different placement of diacritics, etc) and the flag from news source look like Taliban (again different placement of diacritics)

You’re going to have to be more specific. There are some Islamic flags that are general use and not representing any one group.

i still think it’s white HTS flag, there would be little reason for taliban flag to be there https://en.m.wikipedia.org/wiki/Flag_of_Syria
that shahada is written more like that on saudi flag and less like taliban, at least that’s how it looks to me (not an arabic speaker)
