I’m FAR from an Egyptologist, but I’m pretty sure those are both just Ramesses III wearing the White Crown of Upper (southern) Egypt instead the red crown, the combined crown, or his nemes headdress.
I know enough to say confidently that it’s a name. The loop around it is a “cartouche,” which is almost exclusively used for royal names. I’m less certain it’s Ramesses III, but it seems to track.
Or, it’s a two hundred thousand year old cone-headed alien. Y’know. 50/50.

Your probably right. The glyphs to the top right of the image are exactly the same, I’d guess a name.
