Because the United States isn’t officially at war with Russia and not disclosing aid packages, be it military or otherwise, would be undemocratic. US taxpayers are allowed to know where and how those dollars/resources are being used. Even if the administration/Congress didn’t specifically state what was sent, an FOIA request from anyone, especially news agencies with good lawyers, would be able to open those files to public scrutiny.
