That would be an impressive disruption in most places, I don’t know how much VOIP goes on in Russia but it’s probably still a lot. Fairly sure whoever came up with this one has no clue what problems that’s going to make.

Oh, absolutely. But I’m sure they’ll mess it up thoroughly and make an even bigger problem.
