Why do the mods tolerate this at all? Like if certain users are doing this repeatedly, should they not just be banned?
We need to be very careful about overreaching with regards to pulling comments of/banning users that are showin to be at least making an attempt to debate/disagree in good faith.
Especially now. Everyone is stressed and scared for our friends and our families, and our uncertain future. So there is bound to be some people that need to vent.
Lemmy should be that place. A forum that promotes debate. And if we (mods) bestow upon ourselves the authority to determine what people can and cannot disagree with, it’ll get pretty boring around here.
So we try and let things carry out to their natural conclusion as much as possible. If it seems it’s devolving into a slap-fight, we reluctantly step in to break it up.

Venting is not debate. I don’t agree that Lemmy needs to be the place for venting, at least not in this community. Maybe in one designed for that. Debate for sure, but this isn’t debate, it’s a slapfight, as you noted.
Of course, you are welcome to moderate your communities as you see fit, but when I see users refusing to learn from previous rule enforcement, I tend to reach for the ban instead of spending more time and effort reviewing their negative contributions, as it’s harmful to the community.
